Terrence J Masterson Appointed Northampton Economic Director

Terence J. Masterson has been appointed to the position of Economic Development Director for the City of Northampton, Massachusetts. Terry’s career includes working in economic development for Westchester County, N.Y. from 1989 to 2010. Serving in elected and appointed roles within the Village of Irvington, N.Y. and working for 3 Fortune corporations in the pension and benefits administration fields.

In July of 2010, Terry was appointed to be the first Executive Director of the Cayuga County, New York Economic Development Agency (CEDA). Since his appointment, CEDA has completed Cayuga’s first Strategic Plan for Economic Development since 1999 comprising 6 core recommendations supported by over 40 action steps.

From 1995 to 1999, Terry served as the first Executive Director of the Westchester Partnership for Economic Development, a public-private agency chartered to provide economic development services within Westchester County. During this tenure, Terry created “Team Westchester,” a regional, unified alliance of state, county and local professionals focused on securing retention and relocation projects. During this period Westchester experienced many successful relocations and retentions including the Pfizer Conference Center, Swiss Re HQ, Nine West HQ, and Atlas Air HQ, Cassone’s Bakery and Mines Press.
Terry’s economic development work with Westchester County also included visiting Westchester manufacturers to provide them with all available services and incentives. In 1991, Terry was a founding member along with Dutchess and Orange Counties in forming “Team Hudson Valley”, a regional alliance designed to market the Hudson Valley as a prTerence J. Other village service includes the Environmental Conservation Board (1979-1983), Open Space and Downtown Parking Committees. From 2006 to 2009 Terry served on the Citizens Budget Committee, a non-partisan committee he proposed to address multiple years of 9% budgets. During his time in Irvington Terry worked on many initiatives to improve Irvington’s Main Street and Hudson River waterfront.
